この表現では on の主な意味と違います。しかし、on top of that を日本語で直訳すると、「その上に」という意味なので、覚えやすいと思います。情報を追加するために、使われます。on top of that を使った文と前の文が一致することが必要です。

on top of that は2つ目の文の文頭に置きます。そのとき、that の後にコンマを置きます。
